Streamlined Australian visa applications for vocational students

International students will soon find it easier to study at Australian educational institutions on Technical and Further Education (TAFE) courses under new streamlined visa arrangements. TAFE courses are typically vocational courses in industries such as business, finance, tourism, construction and engineering.

New South Wales Premier Barry O’Farrell announced this week that the streamlined visa arrangements, currently only available to students studying at universities, would be extended to high-quality vocational education and training providers including TAFE courses.

“The reforms will reduce the documentary evidence needed by international students, irrespective of their country of origin, intending to study in NSW,” O’Farrell said.”It will put us back in the game as we compete with other education markets around the world.”

According to state government figures, the number of international student enrolments at NSW vocational education and training schools decreased over 20 percent between 2009 and 2011.

During a meeting of the Council of Australian Governments, the federal government agreed that relaxing the Australia visa restrictions would help state and territorial economies.

Canadian immigration to eliminate visa application backlog

As part of Canadian immigration’s plan to reduce the backlog of visa applications, the government will be rejecting almost 300,000 people who applied for a Canadian visa before 2008. Their applications are being returned and $130 million worth of fees will be refunded as the government aims to decrease the massive backlog they say has been standing in the way of major reform to the immigration system.

Applicants will now be told they can either re-apply under the new visa rules or apply through one of the country’s provincial nominee programs.

“Canada risks losing the global talent competition for the world’s best and brightest as potential immigrants choose to take their skills to other countries with more responsive immigration systems rather than remain in the queue to have their applications processed in Canada,” said Finance Minister Jim Flaherty.

Immigration Minister Jason Kenney has stated his intention to reform the Canadian immigration system to be more effective in filling labour gaps.

“Our government will reform Canada’s immigration system to make it faster and more efficient,” said Flaherty.

Increased funds required for UK Tier 2 visa applicants from 14 June 2012

The UK Border Agency (UKBA) announced that they will increase the funds required to satisfy the maintenance requirement for Tier 2 visas applicants. The changes go into effect from 14 June 2012.

This follows a written ministerial statement from 15 March 2012 that outlines a number of changes to the Immigration Rules, including the closure of the Tier 1 Post Study Work route on 6 April 2012. The following changes will be made to the maintenance requirement for Tier 2 visa applicants:

  • Tier 2 Visa Applicants: Increased from £800 to £900
  • Dependents of Tier 2 applicants who have been in the UK for less than 12 months: Increased from £1,600 to £1,800
  • Dependents of Tier 2 applicants – all other applications: Increased from £533 to £600

If you plan to make a Tier 2 visa application on or after 14 June 2012, you must ensure that you have the correct funds held in your account as soon as possible.

Australian Immigration proposes more changes to student visas

Australia’s Department of Immigration and Citizenship (DIAC) announced on 19 March further changes to student visas including streamlined visa processing and other changes that are intended to go into effect on 24 and 26 March 2012.

The proposed changes are part of stage two of the Australian Government’s response to the Knight Review of the student visa program. Stage one was implemented last November.

Under the changes, student visa applicants can streamline their visa application if they submit them with a Confirmation of Enrolment from a participating university in Australia at Bachelor, Masters, or Doctoral degree level on or after 24 March 2012.

Immigration New Zealand announces plans to attract more immigrants and simplify visa process

New Zealand Immigration Minister Nathan Guy has given his support to Immigration New Zealand and their proposed plans for the department which it hopes will lead to further improvements in its operations over the next three years.

It is hoped that the plans, called “Vision for 2015″, will enable the immigration department to focus more on attracting and keeping high value migrants, students and travellers. In order to achieve this the department said they need to create an organisation with better service, better systems and better outcomes so that they can:

  • Attract the best people
  • Make quality decisions quickly and efficiently
  • Support migrants to settle into work
  • Protect the integrity and security of the New Zealand immigration system

“Immigration New Zealand has put a lot of hard work into winning back the confidence and trust of the public and the Government.

Canadian Immigration redesigns website to help employers find skilled workers

Canadian Immigration announced last week that they will provide more help to local employers seeking to recruit immigrant workers from abroad for both permanent and temporary positions.

Canadian employers will now be able to access more information online about Citizenship and Immigration Canada (CIC) programmes as part of a government commitment to make sure the best people are selected for jobs. CIC stated that the website had “been redesigned to include a new section to guide employers to the most suitable program”.

“The economy and job growth remain the number one priority of the Government,” said Immigration Minister Jason Kenney.

Australian skilled migration visa program changes coming 1 July 2012 – Apply now!

Beginning 1 July 2012, Australian immigration will be introducing huge changes to their skilled migration program. This represents the most dramatic change to the Australian immigration system in many, many years. It is expected that under the Australian immigration system fewer people will qualify and processing times will be longer. If you wish to come under the current skilled immigration programme you should apply for a skills assessment as soon as possible. You need to be ready with your skills assessment and, have passed the English language test before you can submit your immigration application.

UK immigration announces changes to Tier 4 student visas

UK immigration has announced a number of changes to the Tier 4 student visa category. There will be new accreditation criteria for sponsors and tougher English language requirements. An outline of the changes is included below:

21 April 2011 Changes:

New sponsors will need to meet new educational accreditation criteria in order to be issued a Tier 4 licence.

There will be interim limit on the number of students that can be sponsored unless the sponsor meets the following requirements:

  • hold Highly Trusted Sponsor status; and
  • meet the new accreditation criteria.

B rated sponsors will only be able to assign CAS to complete a course.

There will be tougher English language requirements for Tier 4 (General) students:

  • a B1 Secure English Language Test (SELT) requirement for all courses at NQF 3-5/QCF 3-5 / SCQF 6-8 (ending the current SELT exemptions on pre-sessionals pathway /foundation degree courses);
  • a B2 SELT requirement for courses at NQF 6 /QCF 6 / SQCF 9 and above

Higher educational institutions will be allowed to make their own assessment.

Normally a CAS may only be issued in respect of a single course, except in a situation where you are attending a pre-sessional course of not more than three months’ duration and you have an unconditional offer of a place at a higher education institution or at an independent school starting not more than one month after the end of the pre-sessional course.

July 2011 Changes:

  • If you are a Sponsor you will have to vouch for academic progression for students changing course, where the new course is not a step up the NQF/ QCF / SCQF scale.
  • If you are a student applying for a visa you will need to declare at the visa application stage that you hold and will continue to hold the required maintenance funds to support yourself and pay the course fees.
  • If you are a Student from a designated low-risk nationalities attending courses at Highly Trusted Sponsors you will you will not necessarily have to show documents normally asked for other students relating to maintenance and educational qualifications.
  • You will only be allowed to work during your studies if you are at an higher education institutions or publicly funded further education colleges.
  • You will only be allowed to sponsor dependents if you are a new student studying at a higher education institution on a course on NQF 7 / QCF 7 / SQCF 11 or above lasting 12 months or more.

Your dependants will be able to work.

April 2012 Changes:

  • All sponsors must have reached Highly Trusted Sponsor Status.
  • The interim limit will be extended if you are an existing sponsor and have acquired HTS status but not met the new educational accreditation requirements.
  • Courses offering work placements will have to have a study:work ratio of 66:33 except at higher education institutions.
  • You will normally only be allowed a maximum time of five years in Tier 4 studying at degree level and above; There will be exceptions for some courses and for PhD students.
  • The Tier 1 Post Study Work visa will end.
  • There will be new provisions for Student entrepreneurs.

End of 2012 Changes:

If you are a sponsors you will need to meet the new educational accreditation criteria to be able to sponsor new students.
